European environmental directives are progressively making their mark on national legislation
European Union legislation is gradually taking precedence over individual member state laws: the process of adapting a number of sector-based directives into national legislation is underway : batteries and accumulators, end-of-life vehicles, electrical and electronic equipment, etc.
Focus on Waste Electrical and Electronic Equipment (WEEE)
Once the new European directive 2002/96/CE on Waste Electrical and Electronic Equipment is adapted into individual member state legislation attribute new responsibilities to producers and retailers since 13 August 2005, in terms of :
Collecting and transporting waste : separately collected WEEE shall be carried out in a way which optimizes re-use and recycling of those components or whole appliances capable of being re-used or recycled.
Treating waste : for example, via the removal of all dangerous products such as fluids (CFCs, oils, etc.), batteries and accumulators, capacitors containing PCBs, toner cartridges, etc.
Recovering waste : recovery targets have been set by product category
Tracking waste : producers shall keep records of the mass of WEEE, their components, materials or substances when entering (input) and leaving (output) the treatment facility and/or entering (input) the recovery or recycling site
